Can I walk on on my floor after 24 hrs has passed after applying bioshield oil #9?

If you apply several coats with a brush or roller it will take longer than 24 hours to dry. Depending upon the temp and humidity it might take several days or weeks to fully cure.However, if you buff it with a buffing machine it will burnish the oil deep into the grain and produce a tight seal. You can walk on that right away.
