First, I am working with raw, unfinished wood. Do I need to use a different penetrating oil, such as your hard oil, first? The description seems to think so, but most of the recommendations in the answer sections do not. Second, can a normal paint be applied over top of this finish? I'm trying to find a safe way to make wooden cake toppers. My thought is to treat the entire topper with this to seal it, and then paint the top portion as usual leaving the posts where food may contact with just the food grade finish.

The Wood Counter Finish can be used for your project as it is food grade. However, it is often used as a maintenance product as a refresher over one of the other food grade sealers; AFM SafeCoat Clear Penetrating Oil and the BioShield Herbal Oil. Because these are oil sealers, paint will not be able to adhere to them. Unfortunately, we do not know of any food grade stain or paint on the market that could allow your project to both have color and be food grade. However, the Rubio Monocoat Oil Plus 2C is a non-toxic linseed oil based stain and sealer combination product that could be used. Though it does not have an official food grade certification it is a European company, meets European Standards and thus many people choose to use it on projects with items associated with food.
