Hello, could your transitional primer and no VOC paint be used over rustoleum on a washer lid? Are they waterproof?

Not waterproof, these are water-based paints so they would not stand up to being pelted with a lot of water (if this lid is the interior of a clothes washer or washing machine lid). If you are painting the exterior of the lid, that is not getting pelted with water, you should be okay.
