I have a basement wall that is damp but at one time the wall was coated with a thin plaster and then painted. Over time the dampness of the concrete has caused portions of the wall to crumble. Must I remove the remaining plaster and paint before painting on a penetrating sealer?

Yes. GBS Penetrating Concrete sealer cannot penetrate if there is something obstructing it such as paint or plaster or any other sealers. The surface must be porous and completely dry. This will take time and work, for sure, but other than excavating around the outside of your basement walls and fixing the source of the problem, this is the best way to block the intrusion of moisture.
