This product stops water intrusion 100% if applied correctly. It will certainly block some water vapor emissions but there is no data on how much it will reduce. This is a penetrating sealer for concrete and masonry. Once it is completely dried (say two weeks) you could apply an adhesive such as Sustain 1195 on top. The addition of either of these would certainly add additional protection.
