Can this be used on wood that is already painted? And can you use this first and then paint over it?

No and Absolutely Not. This penetrating product is for raw wood only. If something else is already on the wood, such as paint, the waterproofer will not be able to penetrate the wood. And if you waterproof your wood, then water-based paints will not be able to bond with the waterproof wood.
