Could this paint be used on a metal outdoor bench (covered by roof)? Would it simply need to be primed?

Concrete floor paint is formulated for concrete, not metal. If the bench is uncoated metal, we would recommend AFM Safecoat Metalcoat Primer which you could then coat with an exterior grade paint, such as AFM Safecoat Exterior Satin. If the metal bench is already painted and the current paint is in good shape (no flaking, no rusting) then you could cover with a normal primer (AFM Transitional Primer) and an exterior grade paint.
