We coated our paperstone counters with bioshield counter finish. 2 years later the finish has spots on it that seem like something dissolved the finish. Do we need to sand the counter top before reapplying the bioshield?

Yes, you will want to do a light sanding of the surface before recoating this way it gets an evenly bonded coat on the surface.
