Can it be reapplied to basement cinder blocks 10+ years after first treatment (due to reemergence of moisture)?

Test with water to see if it will absorb. If it does, then the sealer will also absorb. The goal is to saturate the cinder blocks and if applications were not thorough enough, water could continue to seep through. Generally it takes 3-5 applications because cinder blocks are super porous much like a sponge.
