I have a new rug so I assume I don't need to shampoo it. Can I just put the sealer directly on it without other products?

You would be surprised how dirty new carpets are. Carpet Seal is most effective in sealing in carpets if you go through the entire 3 step process (Carpet Shampoo, Carpet Seal, Lock Out). If you skip steps, it will be less effective. Depending on what your end goal is, it's your choice.
