Can this be applied over previously painted masonry where the paint has been partially removed (removed to the extent possible)? I understand it won't penetrate where there is still paint, but will it penetrate where the paint has been removed and it is down to raw brick?

As long as the surface is porous, and completely and fully dry, the GBS Penetrating Concrete Sealer will soak deeply into the masonry. We recommend multiple applications in order to saturate all the way through. Even if there is still some little bits of paint on the surface, the sealer will soak in around it and then get sucked in all different directions underneath the surface.
