I put a coating of deck revive on my deck a few years ago, but there are places where it has peeled a little. I also have some boards that needed to be replaced so I need to put on a fresh coat on those boards. Do I need to apply the Permabond over those areas of the Deck revive that need a little touch up? Or just apply the new deck revive over the existing coat?

There may always be a few areas where nothing sticks quite right and peels slightly. That is usually due to the lack of PermaBond or too thin of an application in that spot. It could also be over a knot or other contaminated area that reacted to the PermaBond. If you don't want this to happen all over again, I would scrape off the DeckRevive in that area, sand down to bare wood and re-apply the PermaBond. If you don't use PermaBond and only apply DeckRevive it will overlay the problem and may last for a few years but may react all over again.
