No. Vermont Ext. Penetrating Water Proofer can't penetrate once a surface has been painted, it's meant to go over raw wood. Either remove the paint or use 3-4 coats of AFM Polyureseal EXT over the surface. This is a non-toxic polyurethane that is clear and will protect the paint for many years. Small samples are available on our website for testing.
