Hello,I have troweled gypsum over cedar and primed with BIN shellac. Can I paint this over the BIN without a reaction?

That depends upon how shiny the shellac coat(s) is/are. If it is just one or two coats over what must be something like drywall mud, it probably won't be too glossy. If it is the BIN pigmented shellac primer, that should be fine. It is always best to order small samples online to test first.
