Can this paint be used on poured concrete basement walls that are already painted?

The AFM Safecoat Concrete paint is best suited to be used directly on exposed porous surfaces, like concrete, brick, masonry, stucco, etc. Because your walls are already painted, use the AFM SafeCoat Transitional Primer since it can bond to paint whether it is oil or acrylic. You'd use 1 coat of Transitional Primer, let it dry for 24 hours then apply two coats of the AFM Safecoat Zero VOC paint.
