Concerning reducing silica dust, yes, the GBS sealer will help solidify dusting concrete. Although you may need multiple applications depending on how dusty that concrete is. Eventually the sealer should begin to solidify the concrete. Assuming you don't have cracks but more like just dusting.The sealer will not appreciably reduce the moisture. The sealer is breathable and therefore cannot act as a vapor barrier.
