i plan to cut some pressure treated wood and apply this product on the cut sections only. does the wood still need to be 3-6 months dry before doing this as it's not going on the pressure treated section but on the non-pressure treated sections?

The way pressure treating works, is the entire board is soaked completely through, so there is not any section or piece that is not pressure treated. As such, yes, you should wait until the wood is properly weathered before applying any treatment to ensure the best results.
