So if I used this on my kids bed frames, it would seal in the toxic chemicals they were made with?

AFM SafeCoat Zero VOC Paint seals in off-gassing of toxic chemicals when used in conjunction with AFM Safecoat Transitional Primer. So you'll need to use that primer first and then the paint. Presuming this is a wood or painted wood bed frame? Different materials may require different prep/coatings.
