Building new wood boat would this work on the inside? What would happen if submerged for awhile?

Vermont Natural Coatings (VNC) Penetrating Water Proofer is a non-toxic exterior sealer for wood siding, decks, fences, furniture, and most other outdoor wood surfaces. It may be applied to pressure-treated wood after 6 months. It is not suitable on wood that is submerged or below grade.
