For the Vermont Water Proofer sanding is not required IF your wood is clean and otherwise unfinished. IF you have paint or another finish on the wood, only then would you need to completely remove the paint or other finish by sanding down to the bare wood before applying this product. If you have doubt as to whether your wood is finished or not, you can do a straightforward water test. Flick some water drops onto the wood surface, if the water beads up on the surface, then the waterproofer will not be able to penetrate the wood, and you will need to sand. If the water soaks in, then you know the waterproofer will be able to soak in as well. Please read the instructions (located on the product detail page to the right of the overview text, link included below for your convenience ), including the surface preparation section. https://www.greenbuildingsupply.com/core/media/media.nl?id=914045&c=772072&h=82
