Can I use on previously varnished wood that I'm wanting to use for a new bathroom project?

Bioshield Aqua Resin Stain is a penetrating stain that requires raw freshly sanded wood. Applications over previously finished surfaces will not penetrate the wood and will not create the desired effect. Sorry, but there is no magic bullet for rejuvenating old varnish.
