VNC Ext. Water Proofer is a penetrating sealer and will not bond well to painted surfaces. You need a topical sealer such as our Polyureseal EXT or a primer and a few coats of ext. paint. If your paint is peeling, that usually indicates some issue beneath the surface: either excessive moisture or an adhesion issue with some previous finish. Applying any coating over a peeling surface is only a band aid that will eventually peel again. There is no magic bullet for this. It's best to sand it all off and start with a fresh clean surface. Then either prime and paint or apply a penetrating or topical sealer.
