Hello, can this be painted over wood that's already been stained?

Absolutely not. This waterproofer is for raw wood only, and it cannot go over any pre-finished surface. If you applied a water-based stain, you could go over that with AFM EXT Exterior Polyureseal Clear for extra water protection for your exterior wood.
