My apartment has ugly low pile indoor/outdoor carpeting. Can I put these tiles over it and remove when I move?

You may not install Cinch Loc or any floor over existing carpet. You will need to pull up the carpet and install the Cinch Loc on a substrate that is structurally sound, rigid, smooth, flat, clean, and permanently dry. Assuming you have a plywood or concrete substrate under the carpet, you may install over that as long as it's in good shape.
