HI Ruth, if I understand your question. No, this product cannot be used over painted concrete. If you want to use this penetrating concrete sealer, it needs to be able to penetrate the concrete, which it can not do if the concrete is already coated with something else like paint.A concrete paint would provide the best protection against the sun and the elements, though in time (years) even this will start to fade.
