Hello! Would this work for outdoor art and wood signs if the wood is untreated and the designs are painted with water-based acrylic? Also, is this non-yellowing?

Absolutely not. This penetrating water proofer is for raw, untreated, and unpainted wood only and would not work over paint.For an exterior setting over water-based paints we would recommend an exterior grade topical coat instead, like AFM Safecoat EXT Exterior Polyureseal Clear.
