If I just want to preserve the appearance of the exterior of my redwood garden boxes and not concern myself with preserving the interior, could I just use this product and not need to put the AFM Safecoat Dynoseal on the interior? Do I need to be concerned with this product leaching any chemicals into the soil without the interior coating?

This will not leach anything into the soil as you won't use it inside under the soil. It wouldn't hold up under the soil. So, just using it on the exterior is fine. The Dynoseal protects the box from all the moisture in the soil and protects the soil from anything coming off the wood. But it is up to you whether you use that or not.
