Yes. Pretty much all paints do (and makeup, sunscreen, food coloring, and a lot of other applications). As it is mixed into a liquid, it is not harmful. If you are concerned about toxicity, titanium dioxide is a possible carcinogenic to humans but ONLY in high concentrations of pure ultra-fine powdered form over long periods of time. Paint is not going to produce pure ultra powdered titanian dioxide, even as it ages. Imagine you are baking a cake, and you use flour. Once that flour is in the liquid batter, there is no straightforward way for that flour to become just flour again. Doubly so once you bake it. Paint is the same way.
