As a cat lover, thank you for taking care of the critters. Cat urine is serious business (as you know), and an organic smell, and we carry absolutely nothing that will seal in organic odors like urine, smoke, perfume. To cover that you need to clean as much as possible and then MAYBE you could try going over the surface with a chemical VOC heavy shellacq (Zinsser BIN), which we do not sell, and only recommend as a last resort (the alternative is removing the affected wood, sticking it on a burn pile, and replacing it with fresh wood on your floor). After the shellacq has dried, we do carry products from AFM Safecoat that can go over that shellacq to help contain the shellacq offgassing; Hard Seal, Safe Seal, etc.
