All water-based stains, sealers or paint will raise the grain of raw freshly sanded wood. Depending upon the species of wood, the coarseness of sandpaper used and the amount of sealer used, the amount of grain raising will differ. Temperature and humidity also play a role. However, once dry, you should be able to lightly sand the surface. This may remove some of the sealer. A second application may be required in order to add more protection. Usually the second application will not raise the grain again (or as much).
