When using the Penetrating Concrete Sealer, for proper adhesion, the surface to be sealed must be:Porous, Clean, Free of any other sealers, coatings, stamped concrete release agents, Neutral pH � between seven and nine AND Dry - Concrete coated with paint will not be porous, and obviously not free of coatings.The big question here is why would you need to seal painted concrete, if it is already painted..? If your concrete is covered with a water based paint, technically you *could* use AFM Safecoat Polyureseal BP (we have samples if you'd like to give it a try and make sure you get a good bond).
