Vermont Natural Coatings Water Proofer is made for raw or sanded to a raw surface, wood, period. It is a penetrating product that soaks into the wood, giving it a raw, unfinished look that only changes appearance if it gets wet, and then water beads on the surface. The water proofer is not to be used in conjunction with paint, as the paint will not bond to a waterproofed wood A popular product for re-invigorating older painted decks is Deck Revive, you might give that a look. Otherwise, yes, you should remove/scrape all peeling paint before applying fresh paint, otherwise the half peeled paint will continue to peel and your fresh coat of paint will fail.
