Hello! Can this Hard oil #9 be used to seal/waterproof plywood (for primarily indoor use)?

Hard Seal #9 will certainly seal plywood. It was designed for hardwood or softwood flooring, trim and other millwork. It will make the wood water resistant, but not water-proof. We have no products that will make something totally waterproof.
