If my landlords use a commercial exterior paint for the bottom coat and I use your exterior zero voc paint as the top coat, will the Ecos paint block the emitting vocs of the commercial paint underneath?

None of the ECOS brand paints will encapsulate. If you want to seal in chemical off-gassing from the commercial exterior paint, you would want to coat over with AFM Safecoat products, specifically AFM Transitional Primer followed by AFM Exterior Satin Paint. These two products work in conjunction to seal chemical off-gassing.
