Sorry for any confusion. Acrylacq is a topical sealer that can be applied to any wood surface as long as it is clean, dry, porous and unsealed with any previous sealers.
When dry, after two or more coats, the Acrylacq dries to a clear finish, either in matt, satin or gloss sheen. It is a non-toxic lacquer substitute. Nothing needs to be applied over this and nothing should be applied beneath it.
Can it be used over existing varnishes? Maybe if you are certain they are water-based. If you are not sure of what is on the surface, you can always test with a small sample first. Highly recommended. Good luck.
