No. Hardseal was designed to block VOC off-gassing. It was not made to handle traffic on a floor. It can be used on furniture, walls and woodwork.
For flooring, use AFM Polyureseal BP or 2K Urethane. Both were made for flooring and can handle abrasion and moisture. If your cork flooring has wax or oil on the surface, it will need to be buffed off first, otherwise no sealers will bond to the surface.
Two coats minimum and three in high traffic areas. Thin coats are better than thick coats. Leave plenty of time in between coats.
