They have made a couple different versions of pizza cutters over the years - one that is made entirely with the same paper composite material that they use for the rest of the cutting boards and kitchen utensils, and the other that had a stainless-steel blade to it with a paper composite handle edge. The one with the stainless-steel blade (which has since been discontinued) can be sharpened just like a knife could. If your pizza cutter is made entirely with the paper composite material, (which is the current one), that is a bit trickier. While even right off the shelf that item is not meant to be "sharp" and really cannot be just due to what it is made out of, you could try sanding it a bit. One may use a piece of 220 fine-grit sandpaper, folding it and pinching it between thumb and pointer finger onto the beveled edge of the cutter, moving the sandpaper right along the bevel itself. That should help a bit. Since it's not a blade it cannot be sharpened like a knife could.
