If I paint my entire ceiling and outer perimeter walls will this help keep the cool air in or the heat from coming in?

Radiosity 3000 is a radiant heat barrier which means it reflects radiant infrared heat from the sun. That means it keeps it out. It does not keep cool air in as it is not infrared.
