Can this, or GBS Penetrating Concrete Sealer, be used over a coating of Xypex on basement block walls as an extra layer of protection? (Yes, a basement drainage system is also being installed.)

In order for either of these products to work they need to be able to penetrate into the (raw/uncovered) concrete. If you have already sealed the concrete with the waterproofer Xypex, then these products will have nowhere to penetrate into.
