can i use this to glue laminate flooring stairs?

It's strong enough to do so. But usually flooring to be installed on stairs likes an adhesive that is spreadable. This is a caulk and very "caulk like". Finding out what the manufacturer suggests is best - check your laminate flooring installation instructions and see what adhesive they recommend for stairs.
