Forbo Marmoleum is available as a glue-down sheet, glue-down tile or floating click panel (Waterproof Cinch Cinch Loc Seal). Assuming your question refers to applying the floating click panel over the sheet, the answer is yes. It simply floats over the surface with no underlayment or moisture barrier needed. If, however, you mean applying new glue-down sheet over old Marmoleum sheet or vinyl sheet, then the answer is also yes. The surface must be clean, smooth, flat, and free of waxes or oils, then it must be glued down with Sustain 1195 adhesive. Testing is critical to confirm good adhesion. Light sanding of the existing sheet might be needed to provide some tooth.
