Our GBS Penetrating Concrete Gloss Sealer requires that the concrete be clean, dry, neutral ph and porous. If water (or any other sealer) is present, there would be no way for this to soak in as the water would stop the sealer from penetrating. The drier the better. This may take weeks or months to dry out but if you only wait a few days or a week, it may soak in a 1/4" but won't go 3-4" as it is designed to do and won't protect as well. Any large cracks should be filled with our Chemlink M-1 or NovaLink 35 first.
