We are going to put down a new tile floor in our kitchen. Unfortunately, we have particle board subflooring and we were told we need to seal the particle board before putting any self-leveling grout or adhesive for cement board on the particle board. Would AFM Safecoat WaterShield be appropriate? Or do you have other recommendations?

WaterShield will work on wood, but it is primarily designed for masonry surfaces. AFM Safecoat Safe Seal would be a better alternative. It is designed for porous wood surfaces and wood composites, and will protect from moisture. It is also an adhesion promoter, so if you plan on putting adhesive over the particleboard it will help the adhesive bond. Safe Seal also encapsulates chemical offgassing that could be emitting from the particleboard.
