No over damp concrete. Yes over cleaned concrete. Moisture will prevent good adhesion. Use some heaters or fans to dry out the surface. It should not take that long.
Can this be applied over damp raw concrete? The exterior wall of the under-stair storage in my basement is below grade and has never been treated. It smells mouldy and there is gunk on the concrete (the house is 90 years old). Can I apply this product on the (cleaned) concrete? SAMPLE - AFM SafeCoat, DynoSeal Concrete & Masonry Sealers
