Marmoleum sheeting requires a surface that is smooth solid and somewhat porous so that the adhesive can bond well. The problem with applying over existing vinyl is that it usually has some type of coating or wax, is not porous enough and often has slight indentations/embossing that will show through.  We have heard of people applying Marmoleum over vinyl but only after they thoroughly cleaned, de-glossed and/or abraded the surface. Unfortunately, Forbo will not warrant their sheet products over vinyl which is why they invented the Marmoleum Cinch Loc floating floor that can easily be installed over the surface of a vinyl floor (assuming it is flat, smooth etc.)
