Can I Apply it to my pool deck so it doesn't burn the bottom of my feet?

Nope. Radiosity 3000 will reflect the infra red rays of the sun. The concrete underneath the surface will not be able to absorb the suns rays, but the surface may still be very hot where it is reflected. It was a good thought. We don't know of anything that will keep the surface cool.
