I have a 30x30 metal work shop. How much temperature moderation can I expect if applied on inside surface of my workshop?

Radiosity reflects infrared heat, so if your goal is to retain heat inside your metal workshop then yes, you could coat the ceiling and the walls and any infrared heat sent in that direction would bounce back down. If you are trying to keep some of the heat of the sun from entering your workshop, you would paint the exterior of the structure.
