Can I use this thinner to mix with tung oil for an initial penetrating coat of tung oil to a butcher block walnut countertop. Is it considered to be food safe in this application?

Because Citrus Thinner is an alternative to turpentine, we do not recommend it for your use. We sell AFM SafeCoat, Naturals Clear Penetrating Oil if you are wanting a food grade oil for your raw countertop. But it is also not meant to be mixed with tung oil as none of our products are. Order a small sample to test first.
