Not sure what you mean by Chicago Weather, but this product would work in almost any weather type as long as it is used the way it's designed to be used. This product isn't designed for under concrete. It's designed for interior use on Walls or in between roof joists. Also as a heads up the shipping cost on this product is relatively expensive as this takes up a lot of space on a trailer.
