Can I use the thinner to take off a coat of hard oil that (unfortunately) seems to have attracted some dust particles? I'll need to refinish the piece again.

Sanding will be a better option as the Citrus thinner is not strong enough to remove the oil. Although we don't like it, acetone will work too.
